I have examined the accompanying Ordinance, entitled
Au Ordinance to amend the Areus and Ammunition Ordinance,
1900,
and I am of opinion that the Ordinance is one which is not contrary to
the Governor's Instructions.
Section is to make it clear that Commission Agents, etc. to whom, or to whose order, arms or ammunition landed in this Colony are consigned, are importers,
Sections 3 and 4 are intended to carry out the amend- ments suggested by the Secretary of State in his Despatch of 28th June, 1900, No. 206.
The amendment to section 11 of the principal Ordinance is to meet the excuse that no name was given, an excuse a vendor. The recently set up before the Magistrate by amendment to section 15 is necessary because, without jaspection of stock, the accuracy or otherwise of the stock book cannot be ascertained.
The object of the substitution of section 7 for section 18 of the principal Ordinance is to enable the Government to know what arms and ammunition are imported into the Colony.
